At the end of every summer I have half used bottles of sun screen. I believe it's not advisable to keep them from one year to the next, so can I use it up as a moisturiser instead?

I don't think it lets the skin breathe as well as a normal moisturiser does. I've recently discovered Palmers Cocoa Butter for the body which has an SPF in it - it's great. SPF15! A similar idea to the face moisturisers with SPF in - worth a go!!

I use sun screen on my own skin under foundation in the summer, I think it's a good idea as long as it's fairly light not too oily, it serves 2 purposes in my opinion.

yes this is fine...as long as the sun screen has a high intense moisture balance. if not then i would suggest sticking to a normal moisturiser as this is more aimed at different types of skins.i.e dry skin. sun screen is more aimed at protecting you from the sun.
